ADR

UNECE international agreement governing the carriage of dangerous goods by road; current edition, 2025.

Also: ADR 2025 · Accord relatif au transport international des marchandises dangereuses par route

ADR is the agreement that sets how dangerous goods are classified, packed, labelled and carried by road. It is administered by UNECE and revised every two years; the current edition is 2025. Within the EU it also applies to domestic transport.

For a forwarder, ADR dictates what to check before loading: UN number, proper shipping name, class, packing group, transport document and vehicle equipment. The limited-quantity exemptions in chapter 3.4 let small inner packagings move under relaxed conditions.
