ADR is the agreement that sets how dangerous goods are classified, packed, labelled and carried by road. It is administered by UNECE and revised every two years; the current edition is 2025. Within the EU it also applies to domestic transport.
For a forwarder, ADR dictates what to check before loading: UN number, proper shipping name, class, packing group, transport document and vehicle equipment. The limited-quantity exemptions in chapter 3.4 let small inner packagings move under relaxed conditions.
