ADR chapter 3.4 lets many dangerous goods — paints, aerosols, cleaning products — travel in small inner packagings inside combination packagings without most ADR obligations: no class labels, no ADR transport document, no certified driver.
The maximum quantity per inner packaging depends on each UN number and is listed in the ADR table; some substances have no LQ allowance. The package carries the LQ mark (a diamond with black triangles) and, above a certain load weight, the vehicle must be marked. Always check the specific substance, not the class.
