Since the amendment of SOLAS regulation VI/2, no packed container may be loaded on a ship unless the shipper has communicated its verified gross mass. Without a VGM, the terminal will not load it.
There are two methods. Method 1: weigh the packed and sealed container on a calibrated scale. Method 2: add the weight of every package, the packaging, the dunnage and securing material and the container tare, following a procedure certified by the shipper’s country.
The responsible party is the shipper named on the bill of lading; a forwarder issuing the house B/L often is. The VGM must reach the line before the documentation cut-off.
